Reference: 8.52. Meson-0.61.1.

python3 setup.py install --prefix=/plng

This installs  /plng/bin/meson  and puts the other stuff in  /plng/lib/python3.9/site-packages/meson-0.59.1-py3.9.egg . Feel free to move the man page to a more suitable location as well delete the “info” pages.
